Because counsellors serve as a ruler's eyes, a ruler must examine carefully and choose those counsellors.

Choosing someone solely out of affection when they lack the knowledge a trusted role requires brings every kind of folly.

காதன்மை கந்தா வறிவறியார்த் தேறுதல்
பேதைமை யெல்லாந் தரும்.

One who weighs both benefit and harm, and whose disposition chooses what is good, should be entrusted with responsibility.

நன்மையுந் தீமையு நாடி நலம்புரிந்த
தன்மையா னாளப் படும்.

Entrust the work to one who can broaden sources of revenue, grow the resulting resources, and continually identify and remove the obstacles that affect them.

வாரி பெருக்கி வளம்படுத் துற்றவை
யாராய்வான் செய்க வினை.

Confidence belongs with one who steadily possesses these four: loyal affection toward the ruler, understanding of what benefits him, unwavering resolve in carrying it out, and freedom from greed when resources come into hand.

அன்பறிவு தேற்ற மவாவின்மை யிந்நான்கு
நன்குடையான் கட்டே தெளிவு.

Even after people have been examined in every way and trusted, many become different because of the particular nature of the work.

எனைவகையாற் றேறியக் கண்ணும் வினைவகையான்
வேறாகு மாந்தர் பலர்.

A task should be assigned only to one who knows how to do it, can endure the difficulties caused by the work and its obstacles, and can bring it to completion—not to someone merely because they are personally dear.

அறிந்தாற்றிச் செய்கிற்பாற் கல்லால் வினைதான்
சிறந்தானென் றேவற்பாற் றன்று.

Examine the doer and the work; then understand how both fit the proper time, and make the assignment only when all three are aligned.

செய்வானை நாடி வினைநாடிக் காலத்தோ
டெய்த வுணர்ந்து செயல்.

Examine and decide, ‘This person can complete this work by this means’; then leave that work in the person’s charge.

இதனை யிதனா லிவன்முடிக்கு மென்றாய்ந்
ததனை யவன்கண் விடல்.

After examining and deciding that a person is fit for a task, establish that person in the standing appropriate to it.

வினைக்குரிமை நாடிய பின்றை யவனை
யதற்குரிய னாகச் செயல்.

Fortune leaves the ruler who, swayed by resentful voices, misreads the work-earned familiarity of one continually diligent in duty as something improper.

வினைக்கண் வினையுடையான் கேண்மைவே றாக
நினைப்பானை நீங்குந் திரு.

Let the ruler examine each day whether the person carrying out the work remains on the right course; while that person does not depart from duty, the realm does not fall out of order.

நாடோறு நாடுக மன்னன் வினைசெய்வான்
கோடாமை கோடா துலகு.

If a king does not regard everyone identically but recognises each according to rank or fitness, many relatives and retainers will remain with him for that distinction.

பொதுநோக்கான் வேந்தன் வரிசையா நோக்கி
னதுநோக்கி வாழ்வார் பலர்.

Even if steady soldiers are abundant, there is no functioning army when capable commanders are absent.

நிலைமக்கள் சால வுடைத்தெனினுந் தானை
தலைமக்க ளில்வழி யில்.

The one the illness has come upon, the one whose work is to end it, the remedy, and the one who stays at hand and carries it out without error — medicine is precisely these four parts held together.

உற்றவன் றீர்ப்பான் மருந்துழைச் செல்வானென்
