Kingship

Among rulers, the one who possesses all six—defence, people, resources, ministers, allies, and fortification—is like a lion among them.

படைகுடி கூழமைச்சு நட்பர ணாறு
முடையா னரசரு ளேறு

Unfailing courage, generosity, wisdom, and purposeful energy—these four are the proper qualities of a ruler.

அஞ்சாமை யீகையறி வூக்க மிந்நான்கு
மெஞ்சாமை வேந்தற் கியல்பு

Prompt action, learning, and resolute decision—these three must never leave the person who governs the land.

தூங்காமை கல்வி துணிவுடைமை யிம்மூன்றும்
நீங்கா நிலனாள் பவற்கு

True government does not depart from virtue, removes what is unjust, and possesses honour that does not fail in courage.

அறனிழுக்கா தல்லவை நீக்கி மறனிழுக்கா
மான முடைய தரசு

A capable ruler creates sources of revenue, gathers resources, safeguards what has been gathered, and distributes what was protected for proper purposes.

"இயற்றலு மீட்டலுங் காத்தலுங் காத்த
வகுத்தலும் வல்ல தரசு"

If a ruler is easy to meet for those seeking justice or relief and is not harsh in speech, the world will praise that ruler's land above others.

காட்சிக் கெளியன் கடுஞ்சொல்ல னல்லனேல்
மீக்கூறும் மன்னன் நிலம்

For one able to give and protect with pleasant speech, this world will, by that leader's word, become as extensive as the leader intends.

இன்சொலா லீத்தளிக்க வல்லாற்குத் தன்சொலாற்
றான்கண் டனைத்திவ் வுலகு

The ruler who administers justice and protects people from being harmed by others will be regarded by those people as their divinely honoured protector.

முறைசெய்து காப்பாற்றும் மன்னவன் மக்கட்
கிறையென்று வைக்கப் படும்

The world will remain beneath the protective canopy of a ruler who has the character to endure words that are bitter to the ear.

செவிகைப்பச் சொற்பொறுக்கும் பண்புடை வேந்தன்
கவிகைக்கீழ்த் தங்கு முலகு

Generosity, gracious concern, just rule, and care for the people—one who possesses all four is a light among rulers.

"கொடையளி செங்கோல் குடியோம்பல் நான்கும்
உடையானாம் வேந்தர்க் கொளி"

The prosperity of rulers free from arrogance, wrath, and degrading lust has the nature of dignified greatness.

செருக்குஞ் சினமுஞ் சிறுமையு மில்லார்
பெருக்கம் பெருமித நீர்த்து

For a ruler, refusing to give wealth when duty requires it, honor severed from excellence, and unmeasured delight are faults.

இவறலு மாண்பிறந்த மானமு மாணா
வுவகையு மேத மிறைக்கு

If a ruler first removes personal faults and then examines the faults of others, what fault could attach to that ruler?

தன்குற்ற நீக்கிப் பிறர்குற்றங் காண்கிற்பி
னென்குற்ற மாகு மிறைக்கு

Because counsellors serve as a ruler's eyes, a ruler must examine carefully and choose those counsellors.

சூழ்வார்கண் ணாக வொழுகலான் மன்னவன்
சூழ்வாரைச் சூழ்ந்து கொளல்

A ruler without people who can rebuke, and therefore without protection, will perish even when no enemy seeks that ruin.

இடிப்பாரை யில்லாத வேமரா மன்னன்
கெடுப்பா ரிலானுங் கெடும்

Let the ruler examine each day whether the person carrying out the work remains on the right course; while that person does not depart from duty, the realm does not fall out of order.

நாடோறு நாடுக மன்னன் வினைசெய்வான்
கோடாமை கோடா துலகு.

The world holds fast to the feet of the great king who embraces his subjects and wields the just sceptre.

குடிதழீஇக் கோலோச்சு மாநில மன்ன
னடிதழீஇ நிற்கு முலகு.

The ruler protects the whole world; just order protects the ruler, if he maintains it without obstruction or lapse.

இறைகாக்கும் வையக மெல்லா மவனை
முறைகாக்கும் முட்டாச் செயின்.

Though easy to approach, a ruler who fails to investigate and decide according to established truth will bring about his own fall from his low position.

எண்பதத்தா னோரா முறைசெய்யா மன்னவன்
றண்பதத்தாற் றானே கெடும்.

A king is one who investigates impartially and punishes in proportion to the offence, in a way that prevents it from advancing or recurring.

தக்காங்கு நாடித் தலைச்செல்லா வண்ணத்தா
லொத்தாங் கொறுப்பது வேந்து.

The world endures because rulers possess the surpassingly great grace called considerate regard.

கண்ணோட்ட மென்னுங் கழிபெருங் காரிகை
யுண்மையா னுண்டிவ் வுலகு.

The covert intelligence agent and the renowned treatise on justice and statecraft—regard these two clearly as the king's eyes.

ஒற்று முரைசான்ற நூலு மிவையிரண்டுந்
தெற்றென்க மன்னவன் கண்.

Rulers without resolve do not attain, in this world, the proud self-regard of being called generous.

உள்ள மிலாதவ ரெய்தா ருலகத்து
வள்ளிய ரென்னுஞ் செருக்கு.

The ruler without sloth will attain at once the whole expanse measured by the divine being's feet.

மடியிலா மன்னவன் எய்தும் அடியளந்தான்
தாஅய தெல்லாம் ஒருங்கு.

The firmness in action of accomplished ministers, once it finds established acceptance with the ruler, will be esteemed throughout the realm.

வீறெய்தி மாண்டார் வினைத்திட்பம் வேந்தன்க
னூறெய்தி யுள்ளப் படும்.

Those who serve a hostile or changeable ruler should neither withdraw too far nor draw too close, but keep the measured distance of people warming themselves by a fire.

அகலா தணுகாது தீக்காய்வார் போல்க
இகல்வேந்தர்ச் சேர்ந்தொழுகு வார்.

Not becoming a personal rival for what the ruler seeks brings the minister enduring prosperity from that ruler.

மன்னர் விழைப விழையாமை மன்னரான்
மன்னிய வாக்கந் தரும்.

Those who would protect themselves must prevent grave faults; after a ruler has become suspicious, clearing that suspicion is difficult for anyone.

போற்றி னரியவை போற்றல் கடுத்தபின்
றேற்றுதல் யார்க்கு மரிது.

In the presence of an eminent ruler, refrain from whispering privately into another's ear and from exchanged laughter.

செவிச்சொல்லுஞ் சேர்ந்த நகையு மவித்தொழுக
லான்ற பெரியா ரகத்து.

Do not overhear or press to discover any of the ruler's secrets; listen when the ruler voluntarily discloses the matter.

எப்பொருளு மோரார் தொடரார்மற் றப்பொருளை
விட்டக்காற் கேட்க மறை.

Observe the ruler's disposition, choose the fitting time, and present necessary, non-repellent matters in a manner that invites willing attention.

குறிப்பறிந்து காலங் கருதி வெறுப்பில
வேண்டுப வேட்பச் சொலல்.

Proactively state matters that are both welcome and substantially useful; leave useless matters unsaid even when the ruler asks for them.

வேட்பன சொல்லி வினையில வெஞ்ஞான்றுங்
கேட்பினுஞ் சொல்லா விடல்.

Do not despise the ruler as younger or related; conduct yourself in keeping with the standing dignity of kingship.

இளைய ரினமுறைய ரென்றிகழார் நின்ற
வொளியோ டொழுகப் படும்.

People of unwavering judgment do not think royal favour permits them to do what the ruler rejects.

கொளப்பட்டே மென்றெண்ணிக் கொள்ளாத செய்யார்
துளக்கற்ற காட்சி யவர்.

Presumptuous familiarity that treats long association as permission for conduct outside proper character brings ruin.

பழைய மெனக்கருதிப் பண்பல்ல செய்யுங்
கெழுதகைமை கேடு தரும்.

A country bears the burdens that converge upon it from other lands and still renders the whole tribute due to its ruler.

பொறையொருங்கு மேல்வருங்காற் றாங்கி யிறைவற்
கிறையொருங்கு நேர்வது நாடு.

Even when it possesses all the preceding excellences, a country gains no benefit if concord with its ruler is absent.

ஆங்கமை வெய்தியக் கண்ணும் பயமின்றே
வேந்தமை வில்லாத நாடு.

Three historical royal revenues are classified separately: ownerless property accruing to the ruler, customs revenue, and tribute obtained from opponents.

Those rulers who fail, when able, to break the pride of active enemies certainly will not remain alive even for the measure of a breath.

உயிர்ப்ப வுளரல்லர் மன்ற செயிர்ப்பவர்
செம்மல் சிதைக்கலா தார்.

If hostility arises among those joined to him, it is always difficult for a ruler to escape death.

பொன்றாமை யொன்ற லரிது.

Those targeted by a king of fierce strength against enemies cannot remain anywhere, wherever they flee.

வேந்து செறப்பட்ட வர்.

If those who bear exalted vows become angry, even a king will lose his kingship, broken off midway.

ஏந்திய கொள்கையார் சீறி னிடைமுரிந்து
வேந்தனும் வேந்து கெடும்.

Rulers who live in love with intoxicating drink are never feared by enemies; they lose even the splendour they had already attained.

கட்காதல் கொண்டொழுகு வார்.
