A workshop with no power, a kitchen with no supplies, a project with no budget — the skill is all still there, but the work simply can't begin. Valluvar names the farmer's version: when the rain's bounty runs short, even the most willing ploughman sets down his plough.
அடிப்படை வளம் வறண்டால், வேலை நிற்கும்.
மின்சாரம் இல்லாத பட்டறை, பொருட்கள் இல்லாத சமையலறை, நிதி இல்லாத பணி — திறமை எல்லாம் இருந்தும் வேலை தொடங்கவே முடியாது. இதன் உழவர் வடிவத்தை வள்ளுவர் பெயரிடுகிறார்: மழையின் வளம் குறைந்தால், மிக விருப்பமுள்ள உழவனும் தன் ஏரைக் கீழே வைத்துவிடுவான்.
Effort needs something to act on.
Hard work isn't self-sufficient; it needs raw material, a starting condition, a foundation it can build on. Take that away and willingness alone produces nothing. The plough is ready, the hands are ready — but without rain there is nothing to plough into.

The reason behind the famine.
The previous verse showed the hunger; this one points to the cause. No rain, no farming; no farming, no food. Valluvar is thinking in chains, not snapshots — tracing the trouble back to where it actually begins.

This verse traces the chain back a step: the hunger of the last verse happens because, when the rain's wealth fails, farmers stop ploughing altogether. The most basic productive work in the world simply halts when its one essential input dries up.
Protect the input your effort depends on.
Willingness and skill are not enough on their own; they need the raw conditions to act on. Before you lean harder on effort, ask what your effort actually runs on — and guard that source. A team trying harder with no resources is a plough with no field.
