The great courage of not even casting a desiring eye on another's wife is, for people of full character, not merely a virtue but the very completeness of right conduct. He calls it 'great manliness' deliberately — mastering this inner enemy, desire, is harder than defeating any outer foe.
Parimelazhagar: the inner enemy is the harder one.
Parimelazhagar draws out why Valluvar says 'great manliness': those who have the courage to subdue outer enemies still find the inner enemy — desire — hard to subdue, so the one who masters it shows a courage greater than the warrior's.
