Unresolved Kural 250 · Kural 861

Remember the weaker man and spare him — and pick him as your enemy

The two verses pull against each other and the tradition does not reconcile them.

Kural 250

When weaker men you front with threat'ning brow, / Think how you felt in presence of some stronger foe. G.U. Pope, 1886

When you go to afflict someone weaker than yourself, remember how you stood in fear before someone stronger.

Kural 861
Chapter 87 · பகைமாட்சி · The Character of Enmity

With stronger than thyself, turn from the strife away; / With weaker shun not, rather court the fray. G.U. Pope, 1886

Avoid taking up enmity with those stronger than you; toward the weaker, want that enmity and never let it go.

Kural 250 catches a person at a particular moment: on the way to afflict someone weaker. It does not argue. It asks the man to remember standing in fear before someone stronger than himself, and lets the memory do the work. The gap between strong and weak is what makes mercy obligatory.

Kural 861 takes the same gap and turns it the other way. Avoid enmity with those stronger; toward the weaker, want it and never let it go. The comparison that made a man hesitate in the chapter on compassion has become, in the chapter on enmity, the rule for choosing whom to fight.

Parimelazhagar does not blunt either verse. On 250 he supplies a subject the Tamil leaves open, and the subject he supplies is a moral one: அருள் இல்லாதவன், the man without compassion, is who goes to afflict the weaker. On 861 he stays entirely tactical — மெலியார்க்குப் பகையாதலை ஒழியாது விரும்புக, want without ceasing to be an enemy to the weaker. He names the first man's fault and gives the second man his method, and he never brings the two glosses into contact.

A reader can reach for the usual settlement, that Book 1 addresses a person's soul and Book 2 the conduct of a state. Neither verse marks itself that way, and the commentary does not invoke the division here. What the reader has in front of them is one asymmetry made the ground of mercy in one place and the ground of target selection in another.
